That's not what I asked.
You obviously had some skin in the game with regards the construction of the toll roads, so maybe you can explain to us mere mortals why the road looks like it do ?
Yip, that explains it...
It is not only an answer for those who know anything about the life of asphalt due to traffic and other conditions, but also proof that you don't understand this.
The more important point is that you accused ECSA registered professional engineers of either corruption or malpractise.
I had absolutely nothing to do with that contract, but I see the engineers who were, as my professional colleagues, and will defend them.
We are proud of our profession and the ethics involved.
If you have information that supports your accusation, why don't you contact SANRAL Northern Region and get the names of the professional engineers involved?
Then lay a charge against them at ECSA.
That will take balls.
Trolling on social media does not.

From your own esteemed colleague's publication. Why does 15 construction companies come to a R1,46 Billion settlement if there was no corruption ? To protect their ethics... ?
Yes, it does.. that as well as the fact that after the initial construction period, the road gets handed back to the Client (SANRAL) with all the roles and responsibilities that go with that
Part of those responsibilities are RRM... routine road maintenance... that has a direct impact on the lifespan of the road
SANRAL is also an SOE and as such might have the same challenges as all the other SOE's
Consulting Engineers and Contractors cannot be held liable for the non-occurrence of said maintenance for whatever the reason might be

Oh the bickering!!
It is a valid question. There are many of the Gauteng motorways that was done earlier than the R21 and doesn't show the degradation of this specific stretch of road.
So, from your lofty perch, please supply an answer that will satisfy the OP instead of going of on a tangent that helps nobody.
