    Default Inner Tube Issue

Hoping someone here can shed some light on an issue i am now having
I have a Yamaha TW200 that is used on week ends to beat about the bush with.
In the last 200km of riding I have ripped up two inner tubes
Now, this is not an MX bike that I go tearing through the veld with at top speed
(top speed on this farm bike being 90km/h on a down hill)
This thing is also not a sport bike with the pull off power of a rocket
Most trails are done in first or second gear at an almost walking pace.
But I have now twice ripped the tube open at the valve.
My first thought was maybe tire is moving on the rim, but I doubt it, as I know how well seated that tire is after trying to get it off that rim.

Anyone else had an issue like this before?
Trying to understand the problem before I go spend another R600 on another inner tube

    front or rear wheel ?

are you powdering with talcum before installing the tube,
wet the tyre bead with liquid soap,
pumping up till the tyre just takes shape then bouncing the wheel a few times along its circumference before fully inflating ?
