    Default Caravan on property. Legal to live in?

    Anyone know what the rules are regarding living in a caravan on your property?

    we recently bought some land (Knysna) and are waiting to get plan’s approved before we build. On top of this the place we stay at has been sold and they are doubling the rent (really nice guy!). All in all, we have to be out over dec/jan, which means every house now is rented only on very high daily rates due to the high season.

    So, hence our idea to put a caravan on our property until the house is being built.

    Any ideas or idea be greatly appreaciated.

    Given the history of squatters putting up shacks on ground that they do not own I would find it very hard to believe that someone could stop you. Precedent has been established. If you have neighbours they may object so you may want to consult with them first and spell out your plans so they have a timeline and an understanding.

    I would say if you own the land, then there will be no issue.

    The caravan is not a permanent structure and require no building plans to park it somewhere ect.

    Hell, I live in my caravan in campsites and I don't even own the land. I rent it for a few days.

    Check the local municipal regulations.

    In Kouga it is not legal to stay on a site in a caravan.

    In the Overburg we have recently had this particular issue with a group that occupied their property and lived in a caravan and tents. The Overburg bylaws state that one person may occupy a site in a caravan only while building is in progress. Suggest you consult with the Knysna municipality to determine legality.

    And ususally you must make sure that toilet and other sanitary services is in place for the "guard" living on the property in a caravan or whatever.

    In one of my favorite coastal holiday towns (Bothastrand near Groot Brak) there used to be a stand with a minimal small building, probably a small kitchem bathroom and storeroom. Come holiday time, the owner would rock up with his caravan and tents and have a lekker holiday on the lawn.
    Perhaps if you can start off with building a minimum allowed structure, and then do the rest as extensions, you could follow a similar route?

    I am not clued up on it but I believe this is while the property is a building site.
    This laws are going to be addressed I understand after elections in Hermanus as it is unfair to enforce by laws in affluent areas and ignore them elsewhere and visa versa.

    If you may only live there while building, then start building.
    Drive shovel in to ground, lift a bit of soil and toss it aside.

    Is it that one on the corner plot? if so, it is still like you describe.

    Quite honestly, if it is your own property and your own caravan (Not renting it out etc.) and if you have water and sewerage connected to the land, I can't see how they could stop you ?
    As said, "Start" construction even if that means getting a plan passed by the council for a basic ablution / laundry facility which you would probably need anyway.
    Electricity ? I think that may be up to you ?
    Just my thoughts.
    e.g.
    When we bought our bare "stand" in Johannesburg long ago, we were living in a caravan park (semi-permanent), we erected a wooden storage hut to accommodate the spades, tools for the clearing of the site.
    When queried by the building inspector we told him it was a "site" hut.
    Not good enough.
    Since it was resting on loose bricks - no foundation.
    We told him that it was actually a caravan but I had taken the wheels and axel off of it.
    In my defense I was in my very early twenties at the time.. however it worked.
    We then took almost a year to get the house built - and THAT is a separate story.

    ok, spoke to guys at council. they sounded pretty firghtened when i mentioned the idea. He said neighbours are gonna loose it.
    so read the zoning scheme for knysna just to see where we stand and its says as follows.


    Mobile Homes & Caravans30.
    (1) A recreation vehicle, including a mobile home, camp trailer or caravan, may not be used forpermanent habitation without the approval of the Municipality, unless the zoning lawfullyallows the permanent habitation.
    (2) The following additional development parameters apply with regard to mobile homes approvedto be placed on a land unit zoned for residential purposes:
    (a) the mobile home or caravan must be sited on a foundation slab and properly anchored;
    (b) solid perimeter skirting, of material and colour complementary to the mobile home orcaravan, must be provided from the bottom of the mobile home to the ground surface;
    (c) the roof and exterior siding of the mobile home or caravan must be of a non-reflectivematerial; and
    (d) any structural additions must be of materials which, in the opinion of the Municipality,are compatible with the mobile home or caravan.

    Be great to know what they mean by permanent habitation, is this 2 weeks or 2 months?

    I mean we dont mind renting a place, its just we being evicted due to sale of the house we are in right now and have to be out over new years. We thought about renting and dealing with the moving twice issue but rent over dec/jan in the area is very expensive.
