The South African Department of Surveys and Mapping in Mowbray Cape Town. Their maps and CD's are cheaply available at production cost as all government information is freely available to the public as per the SA Constitution. I used to buy all my printed 1:250 000 and 1:50 000 maps by walking in. The were R10 a map a decade ago. They have CD's and also it seems downloads now.
Here is their web page. Scroll down for contact details:

Contact NGI in Cape Town and you can courier them an external hdd. They'll copy everything you want onto it for free. They also have a portal where you can download data here: http://www.cdngiportal.co.za/cdngiportal/ . Both the raster and vector data is available.
You can also view both the 1:50k and 250k maps online here: https://htonl.dev.openstreetmap.org/...-32.352/25.148

You can download routable maps from the site below and use them on Basecamp.

After 4 years of lurking around here, perhaps I'll take this opportunity to shamelessly plug my own product
I've tried to compile what is maybe the closest (free) Garmin map to the 1:50k series. It uses contours and drainage data from the NGI and farm boundaries from the SG. The (fully routable) roads and other vector data come from OSM, and SRTM DEMs are used for the elevation and shaded relief.
It's still a bit rough around the edges and coverage is somewhat limited now, but take a look -> http://gpstopos.co.za
