Often with HID lights, the one light's ballast triggers the other light. That is how it worked on my LC anyway. Normally intermittent lights point to a bad connection somewhere, so check all the connections and maybe spray them liberally with some contact cleaner.
Since they are HID, the globes are replaceable, therefore not sealed beams. Why you would need a complete new light only your friendly landy mechanic would be able to tell you. I know sometimes the HID globes burn or discolour the reflector, so that may be why.
