Many cars with foreign plates so I think its a good thing.
The main reason, as reported in the link in the OP, was crime prevention. Lots of foreign registered cars are being used in criminal activity.

its basically an instant SAPS clearance valid for 30 days for a foreign registered car - or a visa for your car.

More regulations for something that is not really a problem, the same type of reasoning was uses by Gigabyte with all the restrictions on children traveling. Pointless.

My friend shipped his overland truck here from Hamburg.

He used it on and off from 3 years, always leaving storing the truck near the airport. He and his friends would fly in and out, travel for a month or 2 and so on.

Anyway, none of the so-called reasons for having more and more regulations makes any sense.

We need less big brother, not more.

And if they pull the sticker off 500m beyond the border post?

I have not seen this in action in my last 4 border crossings between Eswatini and SA.

Then I read this article today.

    https://www.moneyweb.co.za/news/sout...esotho-border/

Mr. Alves from Fickburg has taken SARS and SAPS on regarding driving a foreign registered vehicle in SA and has won.

I have no idea why. I was audited four years in a row and never had to provide my passport.

very interesting developments, mr. Alves has created a huge problem for SARS and customs. This one will get to Constitutional court.

"The reason this is such a contentious issue is that South Africans need special permits to purchase cheap imported vehicles, mostly from Japan, yet the same rules do not apply to residents of other Sacu countries. This is why so many Lesotho and Botswana-registered vehicles are visible on SA roads. Yet owners of these vehicles have complained for years of seemingly arbitrary seizure of their vehicles by SA police and customs officials while driving in SA. Those days appear to be coming to an end.
“Most people just meekly pay the penalties to get their impounded cars back again. In my case, I decided to take Sars and the police on in court to prove a point. And I am prepared to take it to the top court in the land,” says Alves.

Alves and Radebe have been gathering evidence from scores of other people in similar circumstances in preparation for a potential class action suit against Sars, likely run to a claim of several billion rands.

Big claims might happen, looks like Customs was illegal impounding Sacu registered cars for long time.

There is an incentive to impound cars

    From posted article

Tens of thousands of vehicles registered in Lesotho and Botswana are believed to have been impounded by Sars over the years and then released on payment of “penalties”. The court case Alves brought before the Bloemfontein High Court provides a possible explanation as to the enthusiasm for seizing vehicles. Radebe says Section 92 of the same act allows for the seizing officer to receive up to one third from the proceeds of any penalties or asset sales.

We entered RSA from Zimbabwe on a carnet - no problem at all, stamped out again into Namibia. We were in RSA about 6 weeks. This was 2017, so well before this report. Theoretically a carnet allows a visitor to drive for up to 12 months (24 if extended), however the visitors themselves are unlikely to be able to stay more than 90 days.

Do they do this at every border?

I'm going to assume that the intent is to stop people driving around in foreign-registered vehicles simply to avoid registration costs and perhaps fines, which is something which happens in a lot of places around the world, however if the result is to limit time in the country for "genuine" visitors, this will cut tourist revenue - not much since the number of people visiting overland is tiny, but every little helps, right?

its more to protect the SA car industry.
its illegal to import second had car in SA but not in surrounding SACU countries

SA also has a 30% import tariff on new cars.

SACU countries can import second hand low mileage cars from Japan which cost half of what the equivalent second had cost in SA.

Yes, we have an artificially supported local car industry where vehicles are sold at higher prices than the exported examples.
