A Public Notary surely - contact an Attorney firm who also has a Notary in the firm (all Notaries are Attorneys but not all Attorneys are Notaries).

We had to send ours to Pretoria from Durban to get done, lots of courier fees
Daughter was teaching in South Korea, had to get all her educational documents done. She has now moved to Vietnam & had to do it all again, no easier the 2nd time either

I had to get my documents apostilled for a position overseas, and I ran into the same questions—who actually handles it and whether you had to redo it for every move. Turns out, some countries still want specifically issued apostilles or newer versions, depending on what you’re using them for. I thought I was sorted after the first round, but later had to redo a couple things when I moved from Spain to Germany.
If you're ever sending from the UK, I used London Apostille Services Ltd. when I had to get things sorted last-minute, and it was worth it for how smooth they made the process.
