Is this a welsh plug leaking?

Its not a welsh plug.

Its a plug that screws in and out sealing on a copper washer.

I cant see a leak in the picture.

(Welsh plugs sit in a engine block and cylinder head, those round things that look like a cup.)

I am not familiar with your engine having never worked on it however Im sure someone will point you in the correct direction.

Do you think its leaking oil or coolant?

Just behind the alternator under the exhaust is a silver plug.
That a welsh plug.

I cleaned up the area and found an oil drop coming from there. I have a leak in this area and Im trying to find the source. Not sure if its oil or steering fluid. Appears to be oil as it is slightly dirty. Will keep checking.

There is also oil/fluid being sprayed in a fine mist across battery box and pipes. Also oil from the large pipe into EGR blank.

As said before I dont know that engine, I stand to be corrected on what I mention below.

Power steering leak should be ATF oil = colour red.

Engine oil = mostly dark colour.

Bear in mind whilst driving and the action from the radiator fan pushes all leaks to the rear end of the engine.

Try get a engine manual to identify exactly what you are looking at.

Check the pipe just above. Could be the culprit.
It has a small O-ring on the pipe just ahead of the nut. (When removed make sure it is not stuck inthe hole)
The O-ring goes hard and could leak. IIRC this pipe is a feed from the alternator vacuum pump.

The other blank plug uses normal copper washer.

The radiator fan then blows oil all over the place.

Oil will be blackish (Engine Oil)

Yes your'e right thats the tensioner bolt for the timing chain. I just checked on my TD5. I also see its right above the injector harnass plug. Oil might be coming from there as well.

If the tensioner nut has been removed before the copper washer will be hard. ( work hardens) , and will leak. You can anneal it by removing it and holding it over a gas torch with a long nose plier. Until it turns red, then remove and cool naturally. Washer will now be soft and re seal

Welch Plugs are force fitted into a block to seal channels and will leak if corroded, which can be prevented by ensuring sufficient anti-freeze is maintained in the engine.

Those washers are normally replaced if loosened off. See if there is a torque setting for it as it might not have been replaced at the correct setting. Pinching it up to the correct torque could help if it is the cause of the leak.

the tensioner washer should ideally be replaced with a Dowty washer. it seals better and lasts longer.
problem is that if you have a leak there, oil is likely to drop into the alternator and sooner than later the alternator will pack up.

there are 3 welsh plugs on the driver side of the engine and typically you need to remove the diesel cooler as well as the engine mounting and bracket to get to them. for sure if your welsh plugs are stuffed, i guarantee you the oil cooler if stuffed as well. welsh plugs fail due to poor upkeep of the cooling system. people will scream blue murder contemplating whther to use semi or full synthetic oi, whether to use Castrol Magnatec or LiquiMoly or Shell but they will be totally ignorant to the basics of proper cooling system care.
