Most reviewers on Google Play store for ARC confirms that recording of the other party on Android 9 is not working.

We would like to inform our users that there will be no call recording workaround on Android 9. No 3rd party call recording app will be able to do so.
However, it may be possible to record from the internal speaker with some clarity on some phones such as Huawei or Pixel phones.

Android 9 does not support real two call recording. However, there is still good news...
If you have a Hauwei phone you can record calls courtesy of a Hauwei app. It was witten, apparently, as part of Hauwei's EMUI (Their user interface layer which sits atop Android) but never distributed, for whatever reason. Anyway, one can download the APK and install it, it's called HWCallRecorder.apk.
Works perfectly on my Hauwei, and integrates with the dialler app so it even has a setting to enable automatic call recording. It then stores the recorded audio in the voice recorder app, and names each recording as the contact name that was called (or the number that was dialled).
Alas I think it only works on Hauwei phones, though.

I use Call recorder - works perfectly on ANDROID 9.

There's a couple of apps called Call Recorder. Please specify which one (perhaps add the developer name). Would like to test them all again - perhaps they found a sneaky work around.
I've currently got this one, which doesn't record incoming sound (unless on speaker) - Automatic Call Recorder by developer "recorder & smart apps"

I am not surprised that the issue seems to be fixed... but at how a major change like that went in so quietly... can you imagine a change like that in the Apple environment? I find this quite unsettling.
I have previously had call recorder apps that worked perfectly.
With the new updates, mine also only records the other person's voice if I talk to them on speaker. I have tried a few apps and all of them are the same, they don't work anymore.
I have previously (and still have) Automatic Call Recorder from Appliqato that I can only use with the speaker.
Also interested in any other recording app that has found a way to work around Android 9.
I think for those who's apps still work as before, you are indeed very lucky as I don't think that is the norm.
