    Default People sleeping between barriers on N1 entering Capetown

    Has anyone noticed this as well lately as I dont go into Capetown city often but today in slow traffic I noticed quite alot of plastic shelters between the incoming and outgoing lanes between the barriers. Pedestrians aren't allowed on a highway and I'm sure living structures aren't allowed either but why is nothing being done about it by law enforcement? Surely this is a massive safety issue to anyone using the road and to the occupant under the plastic sheet. Click image for larger version.

    I have been driving in and out of town for the last 35 years, and they have been there for a number of years already, but of late I noticed that there are more and more shacks going up.

    There are also some at the bottom of the elevated flyover, at the robots where you turn right into the Waterfront.

    I guess the authorities do not really know what to do with them, so they rather just leave them. Must say, I have not really noticed any of them trying to cross the lanes during peak hour traffic.

    I have been driving into town for the last 3 years.

    Not once did any of them try and cross the street during traffic.

    Biggest problem is just after the Milnerton turnoff, but those are people coming in by train running across.
    Always think: Could this be sarcasm?
