As Johan said, with two provisos: the first is that if there is an outbreak of foot-and-mouth in the region, all cross-border carrying of raw meat from cloven-hoofed animals will be banned; and second is that there are vet checkpoints in Caprivi where the officials can be pretty relentless in confiscating meat, regardless of the current situation vis-a-vis disease control.
If you want to play it safe, there is a big Shop Shoprite Specialsrite in Mongu that sells Zambeef products. If you go through Livingstone, the Spar Specials and Shoprite Catalogue have reasonable meat, although I find that the Spar is usually better. If you are going further north (Luangwa etc) Lusaka has all the usual SA supermarkets with pretty good Zambian beef.
