My scooter does that when one of the following is happening.
Air filter blocked. Jets blocked. ( they are not fun to clean and seem.open but are still slightly blocked) spark plug faulty. Intake manifold pipe cracked.
These chinese scooters are put together by a blind lazy imbecile and develop the strangest faults due to poor workmanship

Nice to speculate , but first question , what make scooter is it , Then often it is the small things that bite . Is it a fuel misfire , or electrical ? Fuel , If you rev the motor on the main stand , does it pour out black smoke , Yes too rich , can be air filter or main jet / jet needle . IF no smoke then possibly elec fault , Check plug cap , does this fit securely on the plug ? In the elec side only 3 components , cdi , coil , stator . and then on the outside , fly wheel . CDI can go faulty , but often , it works or not . check the 2 terminals on the coil . can be the terminals , and this is possibly the fault , the connection is poor and when at high revs they break down , easy fix , fit new spade connectors and try . last is the stator , most of the time they work , older models used to fail when hot only . need a new one .
If near Randburg , and still not sorted bring it in i will solve the problem , ( SCOOTER DEALER )
