Have you put the standard bulbs back? Night breakers use the save voltage and the same wattage as standard bulbs so it has to be some other issue

    Standard bulbs now back
No problem yet but if it does re occur with standard bulbs the dealer is in for a major problem
Does anyone know if I can go direct to Ford ? Technical or customer care ?

If you look at my original post another owner was in reception at same time. He had fitted Ring bulbs. Same problem. He had friend with same problem. This means in Pietermaritzburg alone 3 Rangers have had this problem

SABS for instance does not have SANAS accreditation (home.sanas.co.za) to test electronic switches - I think they lost this accreditation in 2011 or 2012. SABS has NO authority to approve any product, this role was taken over by NRCS in 2008 (see http://www.nrcs.org.za/). SABS (or Test Africa or whoever) will test a product and provide a test report which you then have to submit to NRCS who will issue you with a RCC, LOA or similar - NRCS operates directly under DTI and is the only "governing law in SA" for product approvals.

Thus if you see a product in the market that claims that it is "SABS approved" or much worse "SABS tested", then start asking questions. Post-2008 "SABS approved" means that SABS is the manufactures ISO inspector and approved the factory and processes, but it still does not make the product legal in SA, only NRCS can issue the proof of legality
Dude...where do you think I got the attachment from? Have you read the document?

I know that! Hence it is illegal!!! You can go buy a full light replacement and that would be legal!

No! Go read SANS 1376-2:2006. That shows what a HID should project like. Just replacing a bulb means you don't fall into that category anymore! Which is illigal

Just had a call from a mate whom works in the aftermarket parts sector. The system in our vehicles is an Osram system. Hella have been working with Ford for 6 months on an aftermarket product. It will be available from February next year. My mate has a Dealer whom has placed an order of 200 globes already.

Not true. Always read a specification, especially a NRCS VC compulsory specification like a legal document. Section 4 of VC8049 says: ... marked with the SABS or the E mark or similar AND complying with the appropriate specification .... Thus, it must have a recognised manufacturing quality mark and comply to SABS 1376. The only proof of SABS 1376 is a complete test report from SABS or similar, which you then have to submit to NRCS (at costs) to obtain a "proof of legality" document - without this document the product is illegally sold in SA, irrespective of an E or SABS mark - simple fact according to the VC which was published in the Government Gazette on 29 Aug 1997.

The NRCS VC is designed to be a simple document, stating only the main requirements for a product group. It is up to the importer or manufacturer of the product to ask SABS or similar to test the product and provide a test report in accordance with the relevant main requirement. In, I'd say 95% of all cases, the main specification as quoted by the VC refers to a number of sub specifications. It is thus not uncommon to find that one main specification refers up to 5 or 10 other specifications and you end up with a 1000 pages of specifications which the product has to comply to. So look at SABS 1376, you might be surprised to see how many other specifications it points to and just how complete this total package is.

Also keep in mind that the OHS, CPA and NRCS acts state that ignorance is not an excuse, if the law exists, you must comply and it's up to you as manufacturer or importer to find out which laws you must comply with ... very much the same as any other law.

I've been pushing my own products and that of clients through the old SABS, new NRCS, EU, OZ and medical CE requirements for the past 20 years and it's a long massive pain and huge costs. But it is worth it, since the devil bites you when you don't expect it. I was amongst others involved as consultant in a legal case where a client's new R2m house burnt to the ground due to non-compliant electronic transformers (the R25 odd stuff used for the low voltage lighting) and in the end insurance refused to pay out due to illegal installations. The owner tried to sue the importer, but by that time the imported had made his millions out of the cheap gemors, closed down and disappeared. Sadly, this occurred after the electrical engineer specified a compliant product, but the owner decided that it's just stupid and he can save a thousand rand by buying rubbish.

The same applies to a vehicle, if the owner fits an illegal product making the vehicle not roadworthy, does the client really think that insurance will pay in the event of a problem ...?

So same problem with 3 Rangers using different lamp manufacturers and all the lamps are from reputed SA suppliers who comply to specifications? No one else who has been using the same lamps for years reported the same problem ... so is Ranger or the Pietermaritzburg dealer not the common factor here ... perhaps worth it to find out the specs and manf. dates of the other 2 Rangers ... wont be the first or last time that there is a problem with some aspect of a particular vehicle or a problem at a particular dealer ...
