Well they are raw concrete which would be the reason for the original paint coming off in the first place. I would imagine plaster primer or bonding liquid at a minimum would be required before painting.

Gents , our precast wall/slabs paint are coming off & needs to be cleaned/old paint flakes to be scrubbed off & then repainted.What is the best paint for doing this? Will micatex do?
someone suggested to add little bit of plaster key to the paint so it sticks to the slabs?

Plaster Primer is the correct answer.
But I painted mine, raw, with Roof Tile paint (Deep Green) & they have never peeled.
Because the precast is now covered with creepers or plants I haven't been able to repaint for years.
Still looks good.
Forget about any primer. You need to put one coat of bonding liquid, allow to dry and them paint.
