    Correct, you can keep it off the road until it turns to red dust, but you WILL pay the annual fee.
    All the RWC means is it grants you the issue of the disc which allows you to use it on the roads.

    My bike always had a hi-res copy of it's disc after an original was stolen.
    Was told by a CT Traffic Officer to do it, and keep the original under the seat for proof.

    You don't say how wide the cuts need to be, but I would drill a line of holes a smidgen smaller than the final width in the length of the slot, then use a needle file to clean them up.

    Mmmmm, not really. You had one chance of stopping the vehicle if you were at speed, if you chickened out and released the pedal then reapplied, you suffered brake fade and from then on it was scary....
