    I think it rains too much there. Seems the stuff is eventually water soluble or -transportable. Perhaps that is why the circles are only seen in really dry areas?

    Best bet for service brakes in your application is pneumatic; robust diaphragm based canisters actuating drums by S-cam mechanisms like in big trucks. Do not know if it is available locally though.
