    Rust converter wil only be effective if it is applied on a very thin uniform layer of rust.

    In my experience it's better to sand down to bare metal and apply a epoxy primer.

    If you are comfortable with it, take the vehicle for a lekker trip.

    This should evaporate all the water out of the oil.
    Some vehicles that only do short trips tend to accumulate water in the oil...
