    I would move it to the roof, out of the way.

    Try placing it in front of the rear axel for a little more stability.

    Only downside is wind resistance, but it won't be much, the tire is round. ;D

    Yes it can and I have used it for that purpose a few times.

    Just make sure you've got the correct stuff to use with it. Chains works best.
