    The buyer pays for a temp permit, not the dealer. I buy vehicles in the WC and license them in the EC as licensing in the EC is a lot cheaper than in the WC.

    The dealer has no say in the permits. If you want a temporary permit that is entirely your choice.
    The permits are then issued by a licensing authority and that is where the validity of the permit...
