    When I used to go walking at 04h30 there was some vagrants sleeping on sidewalks. They don't bother and by 06h45 when I leave for work, most of them have cleared out.

    Maybe get an opinion from a power steering specialist? In Cape Town there is the likes of "Power steering solutions" or "Recon" sounds to me like you covered the basics which I would've started with.
