Sounds like a loose connection. Check your terminals on the battery, check where the battery and motor wires goes onto the PC board that it's tight check the 16 A fuse next to the relay's with a multimeter and also remove the fuse while testing and before replacing the fuse bend the fuse holder close so that the fuse makes good contact.

I HAD checked voltages, fuses and everything the local centurion dude recommended. BUT I had assumed good voltage means a good connection.
The local dude took one look at a corroded battery lead and said...theres the problem. After replacing it it worked!
I felt a bit stoopid
Lesson learnt, corroded connections are bad. And voltage alone is not a good test. Amperage cannot effectively pass through a bad connection.
