Default GPS maps for Portugal - options?

We are planning a trip to Portugal, and will be hiring a car to get around. Wondering what would be the best option for GPS. I currently have a Garmin nuvi 2589LMT, as well as an Android phone and tablet with GPS functionality. Possible options which come to mind :
    1. Garmin city navigator map @ R599
    2. Open-source maps from internet (Free)
    3. Google Maps (but worried about data)
    4. One of the free GPS Android apps... but which one?
Anybody with experience here? It would be great if you could share /advise/comment.
It goes without saying that a good paper map is essential.
    Thanks in advance.

Have used Google maps quite successfully when overseas. You must just download the local map data when you are on a wifi connection.

Zoom your map to the area you want to keep local, and then type OK Maps into the search bar

I travel allot and to date the best option is to buy a data pay-as-you-go sim from the local cell store. I normally buy a 20 to 30 euro data bundle and it lasts for 10 days with some to spare. Its also great if you want to make data calls on whatsapp or similar platforms, get your emails and navigating . All you need is your passport. I also use Waze, it works very well in Portugal.

Use google maps and safe the maps offline beforehand. Then you dont need any data during your trio
