    Default What would you do?

    A general discussion.......though serious or important to so many around us here......




    We are roundabout 60 - 70 farm owners who share the same stretch of gravel road (15km) as main entrance to our respective pieces of land. There is no other means of entering / exiting this area except through fire roads when arranged with the relevant land owners. From this road, each farm then has its own entrance / fencing. It also serves as a servitude road for Dept of Water, Escom, Police, etc.


    We used to have a main gate & guards opening / closing as people came off the tar road onto the gravel road but it cost us R15k a month and all they did was exactly that - slide the gate open.......slide the gate close again. We tried to implement visitor registers whereby visitors had to sign in whilst resident / owners had identifiable discs displayed on their windscreens.


    So we called for meetings and it was decided to let the guards go, safe a few months on the levy (each farm owner pays R300 per month for upkeep of the gravel road as well as for security) and then to erect an automated gate in the same area but with proper lighting, CCTV, solar back-up, etc. Each owner will then get a remote to open / close the gate or they can dial say #5765 on their cell which will open the gate for them something they could also use to open for visitors from their farm house or where ever.


    Now (6-months later) we have 3% of people (land owners) who are desperately trying to derail the system........ .......threatening us with lawyer letters and saying what we do is illegal, etc. Strange that these guys don't contribute either..... ...so it cost them nothing but they gain additional security.......yet they refuse to accept this..............although they have ordered remotes from the start........


    We have also issued remotes to SAPS, Escom, Dept of Water, etc. in order for them to enter as and when they wish to do so.......


    Problem is that without any means of control, we regularly get guys driving in from the township area (which is 20km away) to come and collect fire-wood as they please. We also had the odd break-in here and there but no serious crime as yet although there were 3 x farm attacks / murders before our time about 10-years ago and before the (old) main gate / guards were in place. Poachers can enter on the same manner which has happened in the past too.


    How do you get this handful of people to understand that this is for our own safety....... Am I being difficult or stupid here........


    I cannot fathom people being stubborn when it involves the safety and security of all residents in the area.......

    Implement the system.

    If they ordered remotes, it is reasonable to assume they were in agreement originally.

    They won't bother to go to court. 3% of 80 people is TWO PEOPLE. Stuff them I say.

    Depends if that road is a private road or public road. It is against the law to close a public road for various reasons.

    You see it a lot in Pretoria, people starting to close roads to certain neighbourhoods then the municipality stop them from doing so, so everywhere is half built entrance points.
    Before you criticize someone, you should walk a mile in their shoes.

    It is a public road on paper........yet never ever maintained by council / government and the local farmers have taken it on themselves to do so. As mentioned it is sort of a cul-de-sac / dead end........

    Maybe let the road deteriorate in such a manner that the 4x4's can drive on it but not the local folk's cars. At least that will prevent 90% of the township cars from driving on it.

    Hahahahaha........not far from that any way.......problem is there are some wonderful older residents with small cars........so we have to maintain the road for them too.......

    Just heard from a resident who has been here for more than 20-years that they called on government support those days for maintenance of the road who declined saying it's a "private road with servitude rights" for Escom, Dept of Water,etc. and that they then suggested that we ask the local council to do something about it.


    They (council) also declined saying it's a private road that they (Escom, Dept. of Water) use every now and then.......

    Find out the status of the road.

    What you can do is form a residents association and then have it declared a 'special rates area' - I'm not sure of the process, I am aware of it being done in a few places.

    I think you need about 75% agreement of owners of properties (might be 66%)

    what then happens is a surcharge is added to the rates which is 'ring fenced' for the use of that area - all residents must pay it as part of their rates, so even the dissenting ones are obliged to join in.

    so the collected funds are channeled back to the Ratepayers association which might then be used to pay a private security company or whatever.

    Worth looking into that kind of option....
