Here is how I installed OpenStreetMap Topo Southern Africa on my Garmin GPS, Android Tablet and BaseCamp for Windows. It is free

You will need something like 7zip to extract the .7z files

NOTE: You need to have Garmin BaseCamp installed + your Garmin GPS connected.
You should now see the following extraxted files....
Execute the install batch file.
The OpenStreetMap Topo map should now be available in BaseCamp.
With you Garmin GPS connected, select "Install Maps" (see image above). Follow the instructions until it is done with the installation/ transfer.

Browse the [GPS]\Garmin folder. You should see the new map.

You are now done with the GPS. The new map should be available from your map setup.
Make a copy of that .img file and paste it somewhere (Desktop). Disconnect GPS.

Now for you Android device . Obviously it need to have built in GPS.
Download and install OruxMaps from Google Play

Once you have OruxMaps installed, plug in the USB to PC cable connection.
From Explorer (on PC) browse the Android for ...\oruxmaps\mapfiles. Copy that .img file (from Desktop) and paste into the 'mapfiles' folder. Disconnect when done.
Open the OruxMaps App. Select the flaggy thingy and then "Switch Map"
Change from "online" to "offline".
Select the "Africa South OSM Topo".
Done!
You now have OpenStreetMap Topo maps on your Android.
